Re:ELECTION COURT JUDICIAL ASSIGNMENTS
1997 General Election - Tuesday, November 4, 1997

The following Election Court Assignments are announced:

I. ELECTION COURT - Courtroom 653, City Hall

Judges assigned to Election Court will have jurisdiction over all election matters. A judge who is not assigned to Election Court shall not take any action with respect to any election matter, except as set forth in Paragraph II - Divisional Court, unless prior approval is obtained from the President Judge.

Courtroom 653, City Hall will be the central location for all records of the Registration Division, Board of Elections and the Prothonotary. These records will be available between the hours of 7 AM and 8 PM. Election Court will convene at 7 AM and will remain open continuously until 10 PM.

The Committee of Seventy has requested that we ask judges to remind voters to re-register. Apparently, many voters incorrectly assume that an Election Day Order from a judge permitting them to vote at a particular election also restores their names to the binders. As this is not the case, a reminder to re-register would be helpful. Registration forms will be available in each Divisional Court and judges should advise voters that they can complete their registration immediately by filling out registration forms. The forms will subsequently be picked up from each Divisional Court by representatives of the Registration Commission.

*Prothonotary clerks working in the districts are on duty from 7:00 a.m. to 8:00 p.m. Two clerks have been assigned to work all day in high-volume districts.

II. DIVISIONAL COURTS - POLICE DISTRICTS

The Divisional Courts, being established for the purpose of receiving oral applications of any voter asserting that his/her registration card is not in the registration binder at the polling place, are limited in jurisdiction to this single function, that is, to order election officers to receive the vote of the applicant if the Court, after hearing, determines that an error has been committed in denying a citizen the right to vote. Judges assigned to these Courts shall not take any action with respect to any other election matter without prior approval of the President Judge.

The necessary clerical personnel and records for the divisional Courts will be furnished by the Prothonotary and the Board of Elections. The assigned judge shall provide his regularly assigned court reporter and his personal tipstaff. It is requested that judges wear robes while serving in Election Court.

III. STANDBY ASSIGNMENTS

Judges with standby assignments may be called upon to preside in either Election Court, 653 City Hall, or to replace one of the judges assigned to the Divisional Courts in the event of illness, etc. All of the standby judges must be available between the hours of 7 AM and 10 PM either in their chambers or at home.

IV. NONRESIDENT POLL WATCHERS' CERTIFICATES

All petitions for appointment of nonresident poll watchers (original and four copies) must be filed with the Prothonotary and delivered to the chambers of President Judge Alex Bonavitacola, 386 City Hall, prior to 3:00 p.m., on Wednesday, October 22, 1997. (Note: Petitions must include Social Security numbers and date of birth.)

A hearing on petitions for nonresident poll watchers will be held in the Courtroom 253 City Hall, on Thursday, October 30, 1997 at 10:00 a.m.

V. ELECTION BOARD PETITIONS

Petitions (original and two copies) to fill vacancies in election boards (judge of election, majority inspector, minority inspector) must be filed with the Clerk of Quarter Sessions (Room 310, Criminal Justice Center, 1301 Filbert Street, Philadelphia, PA) prior to 4:30 p.m. on Wednesday, October 22, 1997. (NOTE: Petitions must include Social Security Numbers and date of birth.)

A hearing on petitions to fill vacancies in election boards will be held in Courtroom 253 City Hall, on Thursday, October 30, 1997 at 10:00 a.m.

VI. OFFICIAL ELECTION COUNT

The official election count will commence on Friday, November 7, 1997 at Riverview Place, 6th Floor, Delaware Avenue and Spring Garden Street, Philadelphia, Pennsylvania.
